Technical Assistance

The goal of MERC technical assistance (TA) is to assist state Migrant Education Programs (MEPs) in implementing effective and efficient identification and recruitment (ID&R) practices. TA services will be designed to help state MEPS increase their capacity to implement effective and efficient ID&R practices. Services shall include training, information dissemination, referral and/or brokering of state or local personnel, meeting facilitation, and process consulting.

Regardless of the method of technical assistance, the MERC ID&R technical assistance services will be guided by the statute, regulations, and non-regulatory guidance on ID&R and child eligibility, the ID&R Manual, and ID&R Training program materials.

Priority will be given to those States requesting services and concluded to:

  1. Be most in need of ID&R technical assistance as determined by OME program review or State/local audit.
  2. Have a recent turnover of State director or ID&R coordinator staff.

Services shall include:

  • training,
  • information dissemination,
  • referral and/or brokering of state or local personnel,
  • meeting facilitation, and
  • process consulting.
