Education Interruption/school interruption for qualifying for Migrant
Scenario, If a student leaves during Christmas break to go back to Mexico because there is no more work in this area/moved for economical reasons, and then returns right after school begins for the second semester around Jan. 15 to seek work in agriculture does the family qualify.
1. Does there need to be school interruption
2. There is intent
3. There is history
Question is does there have to be interruption of education for a student to qualify for migrant? If so, what documentation do you require to have?

Industrial Surveys
What states currently have current industrial surveys? It might be good to see if we can work together and see if some of the characteristics of the plants are the same. For example a Tyson plant in North Carolina probably does things pretty similiarly to what they do in Georgia for example. They usually have the same management plan and their competition usually does things pretty much the same in order to be able to be competitive. Who has updated surveys?

Temporary work
Please submit your opinion. Your contribution will no be criticized. Our purpose is to open a forum where we will attempt to help each other to clarify the complex aspects of temporary work.
A recruiter finds a family from Laos. The family has been moving from school district to school district seeking qualifying work at poultry plants. The family arrived in this district 8 months ago. They applied at the poultry as soon as they arrived in town. They started work at the poultry plant 2 months ago. During the six months that they were waiting for the job at the poultry plant, they did a variety of non-qualifying work. Does this family qualify? Do they qualify under seeking or temporary?

Clarification of intent in temporary work
A recruiter finds a family who came to the area a year ago looking for work at a poultry plant. The family found the job and worked at it for 4 months. After that job, the family has done non-qualifying work. When asked about the intention of the move to the area they said they came seeking any kind of poultry plant work; “we did not care how long the job would last. We just wanted a job at the poultry plant.” Does this family qualify? Is the intention for temporary work clear in this case? What additional questions would help clarify the intent and or help to establish eligibility criteria?

Child Eligibility
Children are eligible to receive MEP services if they meet the definition of “migratory child” and if the basis for their eligibility is properly recorded on a certificate of eligibility (COE) or other written or electronic form. The term "migratory child" is defined in section 1309(2) of the statute and section 200.81(d) of the regulations. Service Delivery and Provision of Services
States are required to develop plans that describe services the MEP will use to help migrant children achieve the performance targets that the State adopted for all children, and any other targets identified for migrant children. MEPs must give priority to migrant children who are failing or are most at risk of failing and whose education has been interrupted during the regular school year. Program Coordination

Parental Involvement
In order to receive funds, MEPs must effectively involve migrant parents. A State education agency must: develop its comprehensive State plan in consultation with parents; consult with parent advisory councils (PACs) regarding programs that are one school year in duration; and plan and operate the MEP in a manner that provides for the same parental involvement as is required in section 1118.
